Kirkland issues its own building permits through the Building Division. Because Finn Hill was not part of Kirkland until 2011. Along with Juanita and Kingsgate, it was annexed from unincorporated King County that year, so permits pulled before then are held by the county. If you are trying to establish what has already been done to the house, that is where to look.
It changes the engineering rather than ruling it out. A deck on a slope needs deeper footings, proper lateral bracing and a drainage plan that does not push water toward the house or the neighbour. It is normal work here, but it is not the same job as a deck on flat ground and should not be priced as if it were.
The City of Kirkland, through its Building Division. Properties in Finn Hill, Juanita and Kingsgate were annexed in 2011, so earlier permit records sit with King County. Slope and drainage requirements can apply on the hillside parcels.
